Export textile enterprises should actively pay attention to the draft time limit of EU CMR substances

A few days ago, EU countries discussed some measures implemented by the European Commission on carcinogenic, mutagenic and reproductive toxic substances (CMR) in textiles. The initiative plans to advance its proposed draft on the rapid restriction of 286 CMR substances in textiles (hereinafter referred to as the "draft") through two stages. Once implemented, it will affect China's export textile enterprises.
According to the plan, the first stage of the draft is aimed at products that come in direct contact with the skin, including clothing that will come into direct contact with the skin, such as underwear, footwear, and interior textile sheets. Accessories for clothing such as buttons or zippers, upholstery that does not come into contact with the skin or infrequent contact, and footwear made of genuine leather are exempted. In the second stage, more products and CMR substances will also be included in restrictions, including: floor coverings, carpets, interior decorations, clothing accessories, leather products, etc. These two stages will be achieved through a rapid procedure, meanwhile the list of restricted substances in the REACH Annex will be revised, and the substances restricted in the first and second stages will be reflected in the appendix. Before the REACH Committee discusses the relevant draft amendments to the annex, a second public consultation will be conducted, and relevant companies should pay attention to relevant developments in a timely manner.
After the implementation of the draft, China's export textile enterprises will face technological process reforms and product quality testing and improvement, which will inevitably increase their short-term costs. At the same time, overseas customers may use the excuses of substandard quality and unqualified chemical content to submit requests to China's textile export companies for breach of contract, return, price reduction, and claims.
In this regard, the inspection and quarantine department reminded the majority of textile export enterprises in China. First, they should pay attention to the progress of the CMR substance rapid restriction draft in time, make full use of the opportunity of the second public consultation, and analyze and reflect the relevant situation of the draft through industry associations and other channels. Quality awareness, strengthen the review of foreign trade contracts, ensure that the products produced meet the regulatory requirements of customers and their countries or regions; third, strengthen communication and collaboration with upstream raw material suppliers, grasp the ingredients of dyestuff used in textile products, and identify themselves Whether the used textile and clothing raw materials contain CMR substances that may be “released”; Fourth, establish a green production concept, increase environmental awareness, increase research and development investment in green technology innovation, and use green and ecology as new competition points for products.
